Washington does not force you into a heat pump water heater
This comes up on almost every water heater call in Bothell, and most of the internet has it wrong. Washington draft 2021 energy code did contain a heat pump water heater mandate for new homes. It was removed before the code took effect on 15 March 2024. The current residential code uses an energy credit system instead, which makes a heat pump the cheapest route to compliance without requiring one, and section R503.1.3 is explicit that a replacement water heater is not required to be installed in conditioned space.
So if your gas tank dies you can replace it with a gas tank. If your electric tank dies you can replace it with an electric tank. Anyone telling you otherwise is either out of date or selling.
New multifamily and commercial construction is a different story and does require heat pump water heating under the 2021 commercial energy code. The 2024 code cycle is scheduled for final adoption on 20 November 2026 with an effective date of 3 May 2027, so if you are planning work into spring 2027, recheck before you commit.

This is a genuinely Bothell problem and no competitor page explains it. Puget Sound Energy serves the King County portion of the city. Snohomish County PUD serves the Snohomish portion. The service areas divide roughly along the county line, which runs about along NE 205th Street on the King side and 240th Street SW on the Snohomish side. PSE is the gas provider citywide, but for electric, and therefore for heat pump water heater rebates, it depends entirely on your address.

What a legal water heater install in Bothell actually includes
Bothell adopted the Uniform Plumbing Code under BMC 20.02.070, and Washington is on the 2021 UPC as adopted by WAC 51-56-003, effective 15 March 2024. A compliant installation here includes:
- Two 20 gauge seismic straps, one in the upper third of the tank and one in the lower third. This is Washington, and it is not optional.
- Temperature and pressure relief discharge run independently, by gravity, through an air gap, pointing down, terminating no more than 2 feet and no less than 6 inches above grade.
- A thermal expansion tank wherever the system is closed.
- 24 inches of continuous access width to the unit.
- In a garage, burners and ignition sources no less than 18 inches above the floor.
- A CTA-2045-A demand response communications port on consumer electric storage water heaters, under Washington amendments to the 2021 UPC. Very few installers mention this one. Ask.
If you do go heat pump
The five things that surprise people about heat pump water heaters
- Air volume. Roughly 700 to 750 cubic feet of surrounding air, which is about a 10 by 9 foot room with an 8 foot ceiling, or a louvered door of at least 2 by 3 feet, or ducting.
- Condensate. It produces condensate and it has to reach a drain. Where gravity drainage is not available you need a condensate pump. This is the number one surprise cost in a Bothell garage or crawlspace conversion.
- Electrical. Most units want 240 volt single phase, 30 amp. If you currently run gas, there is almost certainly no such circuit nearby, so budget for an electrician.
- Cold performance. Efficient roughly between 45 and 110 degrees ambient. Below that it falls back to electric resistance mode, which costs more to run. That matters in an unheated Bothell garage in January.
- Noise. Typically 45 to 60 decibels. Do not put one against a bedroom wall.
None of that means do not do it. A heat pump unit is genuinely cheaper to run and there is up to 1,000 dollars sitting on the table from your utility. It means the quote should include all of it up front rather than arriving as change orders.

Why is my water heater relief valve dripping?
Usually thermal expansion rather than a failing heater. Code requires a pressure reducing valve above 80 psi, and once a PRV, check valve or backflow assembly is present your house is a closed system that needs an expansion tank. If that tank is waterlogged or missing, the relief valve does exactly its job. Have static pressure checked before replacing anything.
Do I need a permit to replace a water heater in Bothell?
In most cases yes, because the work involves gas or water connections and code required components. Under BMC 20.02.095 clearing stoppages, repairing leaks in pipes, valves or fixtures, and swapping prefabricated fixtures do not need a permit, but replacing concealed pipe does.
