Who owns the side sewer at your house

This is the single most misunderstood thing in Bothell plumbing, and it decides who pays for a five figure repair.

The water side. Your district owns the meter and everything upstream of it. From the meter to your house, the pipe is yours.

The sewer side. Your side sewer is private plumbing from the property line to the residence. Silver Lake Water and Sewer District states it exactly that way. Northshore Utility District is equally direct: sewer piping located on private property is considered an extension of the customer plumbing system and is the responsibility of property owners, and district personnel are not authorized or licensed to make repairs on private plumbing systems. King County, which treats the wastewater for this whole area at the Brightwater plant on SR 9 in Woodinville, says the same. Side sewers need maintenance and the property owner is responsible for it.

Two free things to do before you spend anything. First, call your district. They come out 24 hours a day and confirm free of charge whether the blockage is in their main or on your side. Second, ask Silver Lake for the As-Built drawing of your side sewer, which they provide on request. That drawing may show where the line runs and where your cleanout is before anyone charges you to locate it.

One structural quirk worth knowing. Washington deleted the Uniform Plumbing Code entire building sewer chapter, Chapter 7 Part II, from the state code. That is why side sewer rules in Bothell come from the city and your district rather than from the state plumbing code, and it is why the rules genuinely differ street by street here.

The Bothell permit rules for side sewer work

These are not our rules, they are municipal code, and a contractor who offers to skip them is exposing you rather than themselves.

  • BMC 18.03.340. It is unlawful for any person to make an opening in any public sewer, or to connect or disconnect any private sewer or side sewer, or to lay, repair, alter or construct any sewer to be connected to a public sewer, without first obtaining a sewer permit from the public works director.
  • BMC 18.03.370. It is unlawful to cover or backfill a side sewer without inspection and approval by the public works director. Twenty four hours notice is required and the permit must be on site.
  • BMC 18.04. Storm drainage side sewers require their own separate permit. Sanitary and storm are not one permit.
  • 811 locate before excavation. Public complaint records in this market include a crew that failed to call 811 or perform a utility locate before excavating and cut the grinder pump wires. That becomes the homeowner problem to unwind.
Worth knowing: Northshore Utility District issues sewer repair permits at no charge. If you are in NUD territory, that is one cost line that should read zero on your quote.

Outside city limits, in Bothell East, Bothell West and unincorporated Snohomish County, permits come from Snohomish County Planning and Development Services instead, whose published guidance is that any work performed on the water supply or drainage systems requires a permit.

Trenchless gets marketed as always better. It is not always better, it is better in specific conditions.

Ideal for cracked but still round pipe, and for lines running under a driveway, mature garden or finished area you do not want opened. It reduces internal diameter slightly and it will not correct a belly.
  • Pipe bursting pulls a new pipe through while fracturing the old one outward. Good for collapsed lines and for upsizing. It needs access pits at each end and is unsuitable where other utilities sit tight against the line, which is exactly why the 811 locate matters.
  • Open cut excavation is still right for short runs, shallow lines, bellies, and anywhere the connection at the main needs rebuilding. It is often cheaper than trenchless on a short lateral, and anyone refusing to price it is not giving you options.
Bothell specific: the King County core around Maywood, Beckstrom Hill and Queensborough is 1950s to 1970s housing with clay and cast iron laterals and mature maples, which is prime lining territory. The Sammamish valley floor around downtown and Bothell Landing is nearly flat, the river drops only about 12 feet across its entire 13.7 mile run, so grade is tight and a belly down there is a real problem rather than a cosmetic one.

Snohomish County has roughly 84,000 private septic systems and about 2,785 septic properties change hands every year.

  • From 1 November 2026, every septic system must be inspected by a certified professional before a property is sold, with the tank pumped if needed.
  • The inspection may be done up to one year before closing, and reports are valid 12 months.
  • Application review takes up to 10 days.
  • Systems installed within 12 months of sale are exempt.
  • The fee is 245 dollars for 2026 to 2027, rising to 255 dollars for 2027 to 2028.

This implements WAC 246-272A-0270, which becomes mandatory statewide on 1 February 2027. If you are listing in spring 2027, start this in autumn 2026. A failed inspection ten days before closing kills a deal, and the repair queue will get long once the rule takes effect countywide.
